Double input issue comes back

I bought a new controller, since my last one broke, it's for Xbox Series X/S
So I started testing.
I quickly realized the issue I had back in time returned.
But this time, turning off HID device no longer works.
What else can I do?

Edit: I have the same issue with FIFA 08, 09 and 10

I suspect it's because DirectInput and XInput are conflicting with each other.
I can remove XInput by just deleting XPadLib.dll
But how can I tell DirectInput to shut up?
