There should be a manual or even a utility that would allow people to know the meaning of each of the settings in the "ini.big", and, why not, edit them. For example there's a line that reads:
USE_CLOCK_TO_SEED_SIMRAND = 11111 = 11[CPUBG]
I love to edit the gameplay (I usually turn the game much more realistic and harder for me, when playing against the PC, because it comes a time when PC, even in World Class is no match for someone that takes this game seriously).
