Then the issue is with your PC or your install setup. Because both programs work fine, I have them both running and working, Windows 7 64-bit. One thing to try: copy and paste your db folder to your desktop and try opening it from there.

Yeah, I do all my editing from my desktop, then copy and paste the edited db back into the FIFA 13 folder. Haven't had any issues doing it that way.
