What's are these means? is that a grade? team ID?
and what does it mean in the game?

I believe that they are country ids, and are supposed to represent the countries from which the team signs both youth and senior players. However, it is difficult to tell whether or not the game uses them for that purpose (and anecdotal evidence suggests that the team to country links (from the team_country table) play some part, at least in youth signings)
