Take a look to Cmsettings.ini!

Can we change (lower) team budgets for career? If we edit them in database, changes are not read when we download latest squad updates.

So start a career without the updated squad!

I know that but than you loose all the squad updates including the transfers.

Well, you have to open the squad file in the same way you've opened the DB and import those tablesyou're interest (formation team etc.) into your DB. But be careful some columns of these tables could r be ordered in a different way! So you have to order them in the same way otherwise game will crash!
