So here's something I want to ask.
Can you tell what all of those "DIVISION" entries in the playergrowth.ini do? For example "FORM_AGE_DIVISION". You've changed it from 23 (which seems like an aging point) to 10.
Also, I've noticed something. Young players don't seem to develop physical attributes until around 21-22 years of age. I've simmed two seasons and my CB only started to increase physical attributes when he turned 22.
There also seem to be stat caps for certain ages. I've created a 20 year old 94 OVR striker with 99 Potential for testing purposes and, although he always was top scorer and maintained a great form, did not improve a single point. Finally, when he turned 22, he started to develop his (already ridiculously high) physical attributes by a few points. I think if I had simmed a bit more, he would've started to improve his technical and mental attributes at around age 24.
Oh and btw, you should take a look at GK growth again. Young GKs still improve very well, but older GKs (aged 25 and above) don't improve at all. My main GK started to develop mental attributes by 1 or 2 points when he turned 27, but that's all after two seasons.
EDIT: You might want to balance GK_AGE_SHIFT out a bit more, I've changed it back to default and my main GK grew 3 points after one month again. Perhaps a value that is too low prevents older GKs from improving. However, for everyone else, you can change back GK_AGE_SHIFT to default (12), wait until your older GKs have grown "enough" and then revert it back to 0 for the rest of the season to allow your younger GKs to grow. Perhaps this can solve the problem, even though it might appear unconventional. But changing the playergrowth.ini doesn't require a new career and the changes take effect at once.
