Vanilla fifa scouting works like this:
The scouts will almost always be from your ‘home region’. That is, if your team is from Spain, you will have a selection of scouts from southern Europe – defined in the game as including Croatia, Greece, Italy, Portugal, Spain and Turkey. If you hire one of these scouts, they are replaced by a scout from the next region in a pre-defined cycle. The regions rotate by a specific order, namely: Northern Europe, Southern Europe, Central Europe, Eastern Europe, Asia, Oceania, Africa, South America, North America, before returning to Northern Europe. In previous versions of the game the regions would simply rotate every week; now you have to buy a scout to make this happen.
Furthermore, the process can get reset when you get to a Sunday. If you start with Southern Europe and want to get a scout from North America, you’ll have to have start on Monday and have two scout vacancies to hire and fire scouts. Hire two scouts, then fire them as soon as they arrive and hire the two new scouts who replaced them (they will be from the next two regions in the list). You need to start early in the week because when you get to Sunday the process resets – if you hire a South American scout on Friday, by the time he’s arrived and ready to be fired on the Sunday the order will have been reset, so his replacement will be from Southern Europe (if that’s your home region). Annoying, but something to bear in mind.
Although I don't know why you want to a specific nationality because unlike in FIFA13, there's no bearing. What matters is his judgement and experience.

Could't you add new players in the Free players and some of the teams have missing players don't know all of them but i'm always playing in the Belgium league so if you want i can give a big pack with names of playrs that are missing.

Afor the transfers you are working on it since the start of your patch but maybe you could't increase bids on unlisted players otherwise you have to put them o nthe transfer list and you lose around 200 or 300 K.
I think you should add more yputh players to the team not from the scout but from the team self it's not for big teams like Chelsea or Barcelona but like real madrid they have 3 players of there of the youth squad so it should be more but it's intereresting for lower rated teams or leagues so you don't have to waste your money on transfers.
If you wan't i can give you update's from teams in the belgian league because that's the one i follow the most.
I don't know what you can and what you can't but it would be verry nice if there where also some updates in the game self i'm talking about the lloks and the news articles
some updates in the news should be verry nice because they are using always the same and there are sometimes the same but more variation should be good and new news articles like He is in form or Will he move could't be nice maybe other players don't look in the news but i do and i will love it if you can do that.
Last can teams approuch players that are free because maybe they can sing free players and don't have to buy them all the time.
And Anelka anded his contract with west brom so he is now a free player

If you like scout.ini from other versions, beta's download link have old files. You can download it again if you don't have it. Uninstall the current one, install the one you like. Make a copy of the scout.ini. Uninstall the previous version and install the new version.

So, if you wanna have more promising youth with higher potential, you can tweak it by increasing "tier_1_perc" and lowering tier_4_perc". And you can also increasing the potential range for each tier to your satisfaction.
I tweaked mine like this so i always have promising youth regardless of scout's knowledge level.
