Yeah, player growth is really hard to tweak (for some reason). I have already lowered some values, but we need to find what is causing it. There should be an age stop. And then for some reason, Eto'o went from 81 to 83. Some, not all, of the player at 55-65 do grow +2 +3, but for the players above who are all young and played almost every game in the season to only grow +1 doesn't seem right.

Hmm, don't use Moddingway myself. I also know about issues with the Matrix DB (weird increased values). A workaround is to lower // Player Wages (see transferteamdecision.ini). What exactly are you trying to do? Edit transfer values?
Install the mod, edit transferteamdecision.ini with Notepad++. Regenerating again is not necessary.
If you remove that file (transferteamdecision.ini), than you will need to regenerate, before starting the game.
No, database is not needed.

Overall, this patch is very close to completion IMHO. Is there any string that forces clubs to spend x amount of their budget? OR a string that would require a minimum number of superstar players (e.g. if a club like Chelsea sells Hazard --which they did-- they should go out to replace him with another superstar level player).
Alternatively, what are some key strings to increase transfers and loans for CPU teams? I'd like to try and see if it is the number of bids or whether the players are rejecting the bids.
