Ok, actually, I do get 75 FPS with vsync ON, but when I turn it OFF, Fraps shows between 100 and 150FPS during in-game matches (in the menu it's even higher). But since I don't have 120hz monitor all I see is 60FPS as my refresh rate can refresh only 60FPS. So, FIFA 14 is not frame rate locked, which means if there is a option to lock it on 120FPS, you would have steady 120FPS.
