Unfortunately, it seems like some stadiums are hard coded with the angles and the edit doesn't work on them.
There was another way to edit camera angles last year, which jermaine81 posted about here. This involved copying the bcdata file of a stadium with a decent camera height/zoom and changing its id number to the stadium id of the one you want to edit.
If it is possible to that this year, every stadium could be given the same bcdata file (one that Beta990's edit works on) and we should be able to get things working...
