why mods and patches for FIFA 17 are not available on this forum?

Probably because it was so limited there was no sense to make such.
It was in FIFA 18 where it was more possible

Hello. I think the problem was the new engine that was implemented. Until it was completely deciphered and the editing tools were created it was too late, because FIFA 18 was already on the market.
