A few other things that weren't mentioned yet (I believe):
* The European Champions League in Career Mode. Randomly select groups instead of sorting them by nationality. For crying out loud, making random selections is what programmers learn right after they've mastered "Hello World".
* Either give better performance or explain to the people why on Earth a game with such mediocre graphics should have such appalingly poor performance.
* Enhance Career Mode. Yes, I know EA wants to sell TCM as well, but enhancing this Career Mode doesn't make it a full Football Management Game. It just makes it a career mode instead of some strange variant on season mode. (Why the hell would buying a player cost prestige? - "Sorry mr. manager, yes I know you have lots and lots of money, but since you started up a training program for two of your players last week your prestige has sank so low we won't sell you our player, no matter how much you pay for him." Why the hell would training your players cost prestige? It doesn't make any sense.)
SWOS, for example, had a really nice career mode (I believe it was called player manager mode). I'm not kidding here, it really was a nice career mode.
* Release the Creation Centre. It's not a program in it's own right, it's a part of FIFA 2004. It's bad enough already that it wasn't shipped along with FIFA2004.
* Enhance controls:
a) give players the option to disable OTB control, and give them a 1-2 pass button in return. I would definitely like that.
b) I really liked the "dirty foul" button in FIFA 2001. Re-introduce it. I still have a button that doesn't do anything, so it can be done.
c) A "schwalbe" button (or some combo) would be nice. Could be the same as the button in b) but with the ball instead of without.
* Give the option to make these variables greater or smaller than the default:
a) injury chance
b) injury severeness
c) ref strictness
* Introduce weather
And some hints in general.
* Skip a year. If a year is to short to create a good soccer game, then take two years and create FIFA 2006.
* Listen to fans. Really, they're not only rich, they have some good ideas as well.
* Get a good testing team.
* Let them do their job. If they say they're not finished testing yet, trust them. They're probably right.
* Listen to the testing team.
* Do something about the issues they discover.
* The issues discovered in FIFA 2004 are mostly database- and gameplay-related, not graphics- or sound-related. Just as they were in FIFA 2003. So it looks like the best way to go is to spend much time and effort on the player database and on gameplay, and less on graphics and sound.
