No you are mistaken , there wer around 1169 files before the issue and same number of files after the issue

downloaded both (full FIP14v5 and full FIP16v6 and 6.1) and still, not the correct assigments and many kitnumbers and fonts missing, City has the 3rd kit UCL numbers assigned to de 1st kit and Arsenal has no other type than PL numbers and font also Real Madrid's wrong assignments and Barca wrong colors, all of these are specially/specifically in the non-domestic competitions

Database for FIP is converted from FIP 16 , the kits have same database only collars may be a slight difference, use lua files for custom added kits
