FIFA 98 RTWC: Flag Editing

I went to edit some teams in FIFA 98 RTWC, and some of the international teams did not have enough substitutes for my purposes. So to fix this, I swapped some teams around (for example, switched Slovakia with Finland, etc.). However now, a lot of the flags do not match up...is there any way to fix this problem?

I tried going into FEPACK/IGFLAGS and swapping filenames, but that didn't seem to change anything. Is there any way to go into the .PAK files and edit from there? Any help would be greatly appreciated.

Small flags are packed in GLOBAL\FEFLAGS.PAK
Big flags are packed separately in GLOBAL\FEFLAGS folder

So, you need to change FEFLAGS.PAK also
