Turkey to play next six official home matches behind closed doors on neutral ground – Sanctions imposed on various individuals

Zurich, 7 February 2006 - The FIFA Disciplinary Committee met at FIFA headquarters in Zurich on Monday, 6 February and Tuesday, 7 February 2006 to discuss the incidents that occurred in connection with the 2006 FIFA World Cup™ preliminary competition match between Turkey and Switzerland in Istanbul on 16 November 2005.

Under the chairmanship of deputy chairman Salman Bin Ebrahim Al Khalifa (Bahrain), the committee, sitting as the body of first instance, passed the following decisions:

In the main proceedings against the Turkish Football Federation:

- the Turkish Football Federation is ordered to play its next six official home matches behind closed doors in a neutral venue in another country affiliated to UEFA with a minimum distance of 500km to the Turkish border. The Turkish Football Federation is ordered to pay all organisational costs with regard to these six matches.
- a fine in the amount of CHF 200,000 (+ procedural costs of CHF 20,000).

In the individual proceedings against:

a) Alpay Ozalan (Turkey, player)
- a suspension of six official matches of his representative team. This suspension is carried over to the representative team's next official matches.
- a fine of CHF 15,000 (+ procedural costs of CHF 1,000)

b) Emre Belozoglu (Turkey, player)
- a suspension of six official matches of his representative team. This suspension is carried over to the representative team's next official matches.
- a fine of CHF 15,000 (+ procedural costs of CHF 1,000)

c) Serkan Balci (Turkey, player)
- a suspension of two official matches of his representative team. This suspension is carried over to the representative team's next official matches.
- a fine of CHF 5,000 (+ procedural costs of CHF 500)

d) Mehmet Ozdilek (Turkey, assistant coach)
- a ban from taking part in any football-related activity (administrative, sports or any other activity), within associations, confederations or FIFA for 12 months as from notification of this decision.
- a fine of CHF 15,000 (+ procedural costs of CHF 1,000)

e) Benjamin Huggel (Switzerland, player)
- a suspension of six official matches of his representative team. This suspension is carried over to the representative team's next official matches.
- a fine of CHF 15,000 (+ procedural costs of CHF 500)

f) Stephan Meyer (Switzerland, physiotherapist)
- a suspension of two official matches of his representative team. This suspension is carried over to the representative team's next official matches.
- a fine of CHF 6,500 (+ procedural costs of CHF 500)

The decisions will now be sent to the relevant parties and will be followed up with a detailed, reasoned explanation within the next thirty days.

With the exception of the decisions against Serkan Balci and Stephan Meyer, all other first-instance decisions passed by the FIFA Disciplinary Committee may be taken to the FIFA Appeal Committee before the Court of Arbitration for Sport (CAS) in Lausanne may be called upon to act as the body of final instance in accordance with the FIFA Statutes.

Rustu.....come on mate,the ruling has nothing to do with racism at all.You know that.The commitee at Fifa is multi national so as to avoid any accusations of any kind.I know how gutted you must feel man but you must admit ,the Turkish FA had it coming.
Look on the bright side.At least Turkey have not been banned fron the next Euro or the next world cup.I think that Turkey need to consider themselves lucky that they were not banned altogether.I am not surprised that Fifa bottled that decision though.
Personally,although the punishments on the whole look severe,I think the individual fines are very small as to worry nobody.
Your National team and management just cannot behave like thugs mate and expect to get away with it.Every one else gets punished so why not Turkey.
The Swiss seem to have got off lightly but we all saw who started the trouble in Turkey,(this has nothing to do with what happened in Switzerland by the way),and thats why the Tukish FA were punished more heavily.
Will this change the Turkish FA's mentality in the future?I doubt it, so next time i think a ban from competitions will be the punishment that Fifa hand out to them if they behave similarly in future.
I think they need to heed the warning and think themselves lucky that they were not banned from the next Euro.

I mean come on, you guys diserved it. It was a riot on the field and as you can see, Swiss players/staff got suspended too.

It's a fair punishment for Turkey to play 6 games on neutral venues. Consider it a learning experience for them.

What would happen if FIFA punishing & ordering Turkey to be absent from International competition in some years instead ? I can imagine Turkish people will roar alot here.

I thought this should of happened 2-3 years ago, at least.

I know this is rolled out everytime something comes up about Turkish hooliganism but remember the 2 Leeds supporters stabbed too death. Then theres always the infamous England Vs Turkey match where Racism against our black players was a problem, from Turkish fans & (worst of all) Turkish players

its a really racist decision. head of fifa is swiss, (sepp blatter) and now he is making sure his beautiful people are all pleased about his "superman" comments.
why?
yes i admit the players were crazy on the pitch and stuff BUT there were no outside incidents from the fans. (i mean come on, if there was, swiss players wouldnt be able to leave turkey alive) i swear on my family (i was there) the crowd had done nothing, it was all in the pitch after the game.
so why 6 matches? why punishing the crowd? i honestly want some sensible answers.

and that would be? player suspension? wouldn't that "punish" the fans too, as they won't be able to see their national heroes?

I think the FIFA punishment was correct

punishing the players is okay, because they DID SOMETHING WRONG, and they have to pay the consequence, but if you give 6 matches without any fans allowed, that DIRECTLY punish the fans.
i am not saying we didnt deserve a punishment, but i would have given a harsher punishment to the players and FA , but not to the crowd direclty.
