If they aren't in the patch then they wont be in any other tournaments in the patch, they will be replaced with other teams. I think I was only missing maybe 4 or 5 teams that took place in regional tournaments that were not part of World Cup Qualifying. Its a very small sample size and its getting very annoying answering this question.

Now you should know everyone who didn't participate. And even if they entered a continental or regional tournament that is in this patch, they are not in the game if they did not participate in WC Qualifying. The Road to the World Cup is the focus of this patch and the rest is extra jschuck was kind enough to throw in for us.
