Here's what EA Tech support sent me, and it worked....
It sounds like a corrupt entry in the registry. You may have to uninstall then reinstall the game. Kindly follow the steps below to completely remove the game from your system before reinstalling.
When uninstalling the game, the program attempts to remove the game files and registry entries that were placed on your computer. Sometimes there is a conflict and information is left behind. This can prevent a full uninstall or even prevent reinstalling the game. You can do these processes manually if this occurs.
First, you will need to delete the game files (these steps assume you installed to the default directory).
Open My Computer.
Open the C: drive.
Open the Program Files folder.
Open the EA SPORTS folder.
Right-click and choose Delete on the 2006 FIFA World Cup folder.
Close the window.
Open your My Documents folder.
Right-click and choose Delete on the 2006 FIFA World Cup folder.
Close the window.
Right-click and choose Empty Recycle Bin on the Recycle Bin icon on your Desktop.
You have now deleted the game files and save files for the game. Next, you will have to remove the registry keys for the game. These keys are the codes that tell your computer the game is installed. By removing them your computer will no longer see the game, and you can reinstall at a later time without this information conflicting.
Before you remove the keys, you should backup your registry. This way, if you delete something by accident, you can restore the registry back to how it was.
Click on the Start button and choose Run.
Type regedit in the text box and click OK.
Click on File at the top of the window and choose Export.
Type in backup for the File name, and make sure the Export Range is set to All.
Click Save.
Keep the Registry Editor window open as you will need to remove the game's registry keys. Be very careful that you do not remove anything other than what is instructed here, as it may affect computer function.
Click on the plus sign (+) next to HKEY_LOCAL_MACHINE.
Click on the plus sign (+) next to Software.

Right-click and choose Delete on the key named {6A61CE0C-0A94-4487-00B8-99C6FD2D32AA}.
You may now close the Registry Editor. The game has been completely removed from your system. If for any reason you need to restore your registry to the previous version, simply open the backup file you saved.
