i want decreasing percentage of penalties in the game or completely disable

which file I have to edit to do this ?

Lower the db card/foul strictness values in the referees table using DBM 12. Won't eliminate fouls, but will reduce them. But if you're looking for some fix so you can run riot and crash into CPU players with impunity, that's not going to help much.
