For League Patches How do You Determine Skill Ratings?

I see that people here have made league patches for leagues not included with FIFA 08. But how do you determine player skill rankings like "sprint speed", "tackling", etc.? I've searched all over the internet for anything that would help, but all I can find are players' vital statistics and general season stats like "goals scored", etc. Thanks.

If you would search such informations for every player in a patch it would take you years...
