What is going on with football in Germany?

Their national team is not the dominant force it once was. The Bundesliga seems to be on the decline too.

The German U-17 side did not advance from the group stage in their World Cup...

What's going on?

I still wouldn't be surprized if it were the Germans, Holland have to face in the final of Euro 2000.
