Graphics Card installation problem

Having finally came to the end of my tether with windows XP i formatted and went back to 98SE. I can't see to install my ATI Radeon 9250 for some reason however. It says that installation couldn't complete and that I need to install a standard pci video adapter driver. It's really annoying as I am having to use the onboard and I can't play PES as a result. Problem after problem with me and gfx cards eh?
