when the very first time you run fifa 2003 before you enter the options menu, and you straight away choose the play friendly match option, you will be given a chance to play sim or arcade. and they would tell you the difference too

but once you haved accessed the options menu before you start a match,, too bad this option is gone

it had happen to me

Action and simulation are just a set of settings in the options. Like Action mode makes the game at Fast speed, while simulation is at Normal speed, stuff like that. Simulation also makes each half 6 mins. So since it just depends on your on personal settings, you do not have to really bother about the 2 modes. Once you save your own settings, the game won't ask you for the modes when you choose a friendly match.
If you want to see it again, you can go to My Documents and delete all the files in the C:\My Documents\FIFA 2003\user. Clicking on a friendly match would enable the choice for Action or Sim.

yup true, but remember friend that if doing so, you will delete off your saved games! it is not really worth it to see those 2 settings though
