xeehan search the official SI forums, they probably explain it there. That is if they don't already have a dowloadable database with the Maldives.

Haha, but nah, we have a small community here and we are very angered by this. For country Mooninite you need to have a certain amount of players in the game before you can manage it.

But I was just answering the question, as it was written! ;)

Best bet would be to ensure all Maldive players are loaded when you load the game. And if you still have no luck, add some with the editor
