How can I play with all teams in world cup mode?

hi,
how can I play every team in world cup mode in WE9LE. I can't do it. I want to choose all 32 teams (players) at the beginning and then play every game against computer. I want to be able to choose whichever team I want to play at the beginning of the game.
How to do it?
