How Can I Unlock League ?

I've added a league with 13 cm but there is a problem.
Has anyone added a team that was going to look after I added the League, but the league locked.

he used an id that is locked, possibly a magic id or an id from an older game that ea has no rights to such as turkish and czech leagues.

i have change the id but the same problem :(

if I founded the leagues or team with cm13, then this error comes. that's why I founded the team with creation studio.
but I have another problem: (
I can not make career with the league:(
