How do you make borders?

I tried the normal method, but it doesn't seem to work..

I made a new layer and use the rectangular tool to highlight the outside edge..I go to Edit/Stroke and choose "inside", but nothing happens...No matter what thickness I make it, it doesn't seem to work..

...while I'm at it, how is it possible to make the border/edge or the image rounded??
