sorry for my ignorance, but i'm really just curious.
What dictates the matchups for the round of 16 in the champions league?

...and how does the round of 16 work?
does each team play 2 matches? home at home? and the loser gets eliminated?

2 games, home and away. Away goal rule applies. Winner in aggregate goes on to 1/4 final.
