There are no referees when you're in play. But in the cut scenes there are some. I'd have to say that I've seen about 3 or 4. I've only played with English teams for the most part. I played with Barca and Monaco a few times, but I don't recall seeing a different referee.

Referees will only appear in the cut seens for the console version of the game. They were taken out because having so many players on the screen hurt the framerate.
Referees can be turned on for the PC version. Do a search for it. You have to turn them on by editing the .INI file I believe.

all you gotta do is find the correct .ini file, edit the referee linesman lines so instead of referee-0 it says refferee-1 and it works. thats just a rough explanation im sure it goes in farther

Yeah, the patch is great. You get two sideline refs and the head ref. But.....if you want to play online you lose your connection with this patch. I had to uninstall because of this. But if you don't play online, I highly recommend.
