Firstly, you can't choose which ones to get rid of, so if you want to keep some, I suggest you don't try this. If you want rid of all or want to try it anyway and risk losing any decent ones, go to the finances section under office, and there's a third tab there, I tihnk it's education. There you can change the amount of youths. If you reduce it to 0 and later start it up again, you will have to pay the startup fee again.
