How to make a crowd in a game?

Hi

I have a couple of questions about how to make an crowd in game.

We are making an "Arena game" (not soccer) and we need a crowd to the arena. But we have no idea how to make it.

Any ideas?
How does the crowds in Fifa(or similar games) work?

We are working in Unreal 3 engine.
And if we know how they do the crowds in soccer games(or similar) we will get a much greater idea of how to do our own.

Using the Unreal Engine? I am not too sure but I would have thought there would be 2 ways.

First way, which would look the best but be resource heavy would be to simply place the people on the map with no path nodes (using the Unreal Editor).

The second way (if the crowd are far away) would be to use a sky box, but with a crowd texture, then the same texture moving left then right. It would give movement but wouldn't be 3D and probably look crap (compared to modern games).

I'm not sure Unreal is really designed for it, keep the thread updated tho. Id like to see how you get along!
