It's defintely possible. This particular wallpaper was done in Paint Shop alone, I believe.

Well if you have a good look, it could be done with MS paint too only you must have very much spare time to waste.

Don't underestimate Paint. I make many things with that beautiful prog.

I'm pretty sure that wasnt done in paint, I saved it to my computer, opened it in paint and zoomed in and there was no way it was done "pixel by pixel" which is the only way paint allows.

There is some definate evidence which points to paint, such as the verticle lines on the floating terraces and the way the text on the signs is written, but all in all I would say that there have been things done to that picture which would be impossible to do in paint.
