Increase free agents transfer activity

Hello, I know the game is old and everything, but I'd like to ask if anyone knows a way to increase the AI interest to free agents players. I like to play on lower divisions, especially on the start of my careers and lower league clubs usually don't pay for their signs in the real life, they just sign in players using pre-agreements on free agents players, so it would be awesome if this behavior could be represented in the game...

You can change those values and test it in game.

I thought it was also possible to higher the minimum overall of the Transfers Free players but I cant find it anywhere atm.

Thanks, I already know those fields, but it's function isn't that clear to me, so I left them unchanged.

Would "FREE_AGENTS_TEAM_SIZE" stands for maximum amount of free agents players on each position?

The second one is even harder for me to figure out, even with that commentary there lol. My guess is I should lower that value to 20 or something.
