of course..if you want the update..you have to copy all the files.

download the TV LOGO CHANGER 2.0 by Monkeydragon.you can then add any logo to the 'TV Logo' folder

i don't get what precisely you mean by layout?

anyway..if you have rinaldo or shaw's tools you can pretty much edit all aspects of the game
