linking tournaments together

I am trying to use the Fifa Confederation Cup as a league where each continent has it's own tournament where the winners advance to the confederation cup. Can tournaments be linked to each other or is that only possible with leagues in career mode?

Nop, you can do it only in tournament mode, creating first all the continental tournaments and later must create the confederations cup, linking all the continental tournaments to the confederations cup, and checking the option "appears in tournament mode".
But again, you can't do that in manager mode.
