Making transfers in pes2008 how the hell??

From the mainmenu go to Edit->Teams and choose Register Player. Go to Chelsea and you'll see all the Chelsea players. There should be an option called "Add" at the top. Choose that one and navigate to the Bolton squad, pick Anelka and *voila*, Anelka is now part of the Chelsea squad.
