I finally made a full world cup tournament and included all the teams that were in the qualification for the world cup, which includes all those that did not qualify for the final 32 (Qatar, Wales, Iran etc). I used the wikipedia page for reference:

I was thinking about taking this one step further and recreating the entire qualification process with all 199 national teams. I know there is a 156 team limit to a tournament. Is the only way to do what I want to do is create a tournament for each FIFA confederation and then link all the winners to the regional qualification tournament I just made?
I would also like to include all the teams in my "international" league so if I decide to create a new tournament in game I can make a 64 randomized team tournament. Is there is a limit to the amount of teams in a league?
