i would guess now as they have been offically realeased by inter it all depends where you get it from. You could pronbably order it from a site now if no shops in near you have it.

They may be part of the design, but they also change colour according to the temperature of the players skin. I tried it out on a Roma shirt by rubbing one of the dots to heat it up - and it worked.
