No option for changing buttons for Controller Pad???

I have installed the official FIFA2004 patch and I still can't change any buttons for my Game Pad! The only option to change settings controller is for the keyboard!
Details level can go just up to "HIGH" no "MAXIMUM"???
HELP ME PLEASE, THIS IS NOT THE GAME I EXPECTED TO BE!!! :(
