I am thinking of purchasing the PS3 version of this game (can't afford a PS4 right now).

I have two simple questions.

1) Do I need to PS Plus for PS3 in order to play the various online modes in FIFA 16? Or is it only for PS4s?

2) If I buy a used copy of the game, will I still be able to play the online modes including UT assuming the previous owner already played it using the same disc?

1) You don't need plus for PS3. only you need plus for PS4.
2) Yes you'll be able to play online modes & you can create your fut from scracth. UT teams releated to the accounts. 1 fut for each account.
