I don't know why you would assume that, since we the great unwashed have no idea what tools EA Sports use to build the original database, but I imagine that anyone who posted something of that ilk would have EA's lawyers all over their rear end faster than you could say 'copyright infringement'
As the thread linked to above will tell you, I've created a program for extracting a .CSV file of player data from both the original FIFA.DB and career/manager mode data files, which has subsequently been updated to cope with FIFA 06 and is currently undergoing a similar process for FIFA 07 (you can see some of the sample HTML output for the previous two versions
on my website, and some FIFA 07 samples will appear there once I've figured out one or two of the new features like the expanded board expectations and the youth academy, but I would not publish the player data output because that would be inviting trouble).
Obviously, such a utility requires a PC so it probably isn't much use to you as an Xbox owner. However, on the assumption that the databases are the same for the PC and Xbox versions, and that you might have a mate with the PC version of the game who could run the program for you, I thought I'd post and offer my utility if you'd care to try it (the current beta version already produces up-to-date player data, it is just the career report output that is still being updated). If you are interested then please PM me with an email address to send the program to and I'll oblige.
