PES 5 Leagues question

Is PES5 restricted to only a handful of leagues, Like, German, English, French, Italian, Dutch, Spanish, or can we create new leagues, like Scottish etc???

Hope someone can answer, i don't have much PES experience.

PES 5 has got the dutch, english, french, german, italian and spainish
leagues along with a selection of 'others' which does include celtic and
rangers, but no other scots. if your playing on pc then patches are about
to add leagues i believe, but the actual game has no allowance for
the creation/addition of leagues, which is a massive bummer in my
opinion, i really hope future PES games allow you to create leagues/teams
