Potential Ability

Well, If a player has a 100 of current ability and 150 of potential ability, does it means that he has 50 points to be "distributed" to his technical or GK stats?

It depends on what you let him train more. In example when you train a lot on shooting the finishing and long shots will get better (will get more points) if you let him train a lot on crossing then he will get better in this part (more points)

no, cause there are 31 stats + hidden stats, they can all be 20.

31×20 =610. So not 1 point ability=1 improved point

Not all stats are linked to the ability level either. A lot of them are linked to experience.
