Problems with menu options

Okay, so I'm having various problems with the game, specifically with the menus.

Firstly, I've never been able to offer a player for transfer. I keep checking the player bios while I'm in the transfer menu, but it always says 'transfer window closed'. I've managed to buy one player from another team, but that's about it. Is this a bug or am I doing something wrong?

Secondly, how does the weekly budget work? I spent some money on extra training the first week, and I bought another player. Later, I got rid of all team training and got some money back and put it into individual training. Then I couldn't get any money back and I'm stuck at $50, which I can't use, and no extra money seems to be coming my way, so I can't buy players and I can't do any more training. Surely there's something wrong here.

Finally, I'd like to take this opportunity to vent a little about the general incompetence of the menus in general. They are all almost impossible to navigate, with un-intuitive, useless, and needlessly complex juxtapositioning of statistics. The whole menu interface is screwed up. One look at the league tables shows how pointless the whole thing is - I mean you can't compare goals scored home vs. goals scored away because they're on different screens, and you can't compare win, draw, loss stats because you have to go to a different screen to see the losses. This is ridiculous! In the team management menu the same sort of difficulties abound, and the 'fatigue' and 'condition' figures show the exact same statistics - one is merely the inverse of the other - why bother with two sets of numbers that show the exact same thing? In the fixtures menu, you have to scroll down each game-day page to find your team's fixtures. Not only that, but it's impossible to find out how your team is doing in a general sense, or how far you're advancing towards your goals in terms of your manager contract. Finally, it seems that the only chance to find out whether a game is a league match or a cup tournament game. I mean throw me a bone! Silly stuff like this just makes the menu system needlessly uninformative, complex and difficult, which in turn makes the game more difficult than it should be to play.

about the transfer thing..the window is open at the beginning of season 2, and it should open midway through season 2 and continue this pattern for the rest of the seasons.

Transfer Window: this is just like in real life, you buy your players before the season starts and about 4 weeks after it starts the transfer window closes and you cant buy or sell anymore until next season.
weekly budget: if you spend it on individual training, it takes that much away every week, if you cancel all your individual and physical training your budget will be full.
menus: yeah just a piece of sh** i dont know why EA made it so idiotic but they did so what the hell, we can just hope for an improvement next year

Thanks for the info everyone :)

Unfortunately, I'm coming to this game from a position of singularly ignorance about the real game. Most players presumably have an interest in real life soccer. I could never get interested in it (probably because my dad was an avid soccer fan and I'm by nature rebellious). I do enjoy playing computer simulations of the game, but I don't know the first thing about the real game. This probably explains why I expected more from the transfer system. Whenever I play a computer soccer sim, I'm always wishing I had spent time as a kid developing even a passing interest in the game. It would have made things a lot easier. I guess what I need to buy is the "Complete Idiot's Guide to Football" or something. That would probably help me to get the basic background knowledge I'm missing. Can anyone tell me of a good introductory book about football that would help me to get a good grounding in the game?
