Problems with Scouting for Players

Recently in some of my career's whenever I scout for players I get nothing but 48-56's. This was with level 7's on all my staff, and it doesn't seem to get better regardless of what level my staff is. This usually happens when I start out with lower division teams and bring them up. I never had this problem when I played the game on my laptop, but since I put it on my desktop I can't scout good players anymore. Anyone else have this problem?

i dunno if this could be the reason, but when i scout with a lower club then i get all those type of players and if i don't sign em and scout again later when i improve my scouts, i get the same players agains so i think u have to get rid of em before ur new scout level takes place, u get what i'm saying?
