i know you have to delete your option file to makeyour changed work but can i just move my option file somewhere else make all the changed in weeditor then move my option file back so all my transfers appearances etc are correct its just i want to add Latvia to the game

no, the option file is created from the exe.
Just edit your option file instead

in that case have you tried editing with weditor and leaving the option file alone?
