refpack tool for decompressing images?

Some idiot instead of using 10 FB format of compression, he used 90 FB format and now I have problem with decompressing images. Does anybody know the tool for that:

All I found are only C++,java library or just tools which supports only 10FB header.

No absolutely, my aim is to prepare tool which will do the following:
D:/Fifa manager 14
D:/Fifa manager 08
D:/myTool
You execute myTool with thirdy party tools and it will make conversion.
I don't want to deliver any image files as I imagine that for example Your team steal it from some other patchmakers/websites/etc (as You for sure don't make photo each player in real) and those other patchmakers/websties/etc steal them from other sources and this is some infinity loop. This is normal case.
