Thanks mostly to cog and keane16, i've finally got my Thrustmaster Firestorm Dual Power's right analogue working.
The registry fix below should work for most pads.
First you have to have thrustmapper ver 3.13 installed, so you can adjust axes for different games.
i followed their instructions;
FIFA2003 wants to use axes 4 and 5 (Rx and Ry) for the right hand stick. But thrustmaster (and perhaps other) devices have Rz and Slider. In the registry you can say what device axis should map to what directinput axis.
So:
In the registry find
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro
l\MediaProperties\PrivateProperties\Joystick\OEM\V
ID_044F&PID_B303
(in my case it ended with B304 (maybe dual power pads)).
The numbers on the end, VID(vendor), PID(product) will be slightly different for different controllers. Check yours in the System Info application, look under components->usb.
So, under (or similar)
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro
l\MediaProperties\PrivateProperties\Joystick\OEM\V
ID_044F&PID_B303
add an Axes key: (you may already have this- i did)

and then a key with the name 4 (for axis 4):

and add a binary value called Attributes
with the value 00 00 00 00 01 00 35 00
likewise for axis 5:

and add a binary value called Attributes
with the value 00 00 00 00 01 00 36 00
Note the different value for axis 5, 36 instead of 35.
The magic binary numbers are the USB ids of the axes on the controller.
You have to UNPLUG/REPLUG your controlller after making the registry changes!
Making sure you have thrustmapper runnung at start up on automatic mode, go into the thrustmapper software. click ok to select your game pad.
-go to file, then click new. click ok again.
-click on the axes tab.
-where it says rz axis click the drop down menu and select slider0.
-now the drop down menu below should read "none".
-select on this menu and choose rz axis.
-choose save as from the file menu, save as fifa2003.
-in the left hand pane scroll down to fifa 2003 and select properties.
-click on browse and find the fifa 2003 exe file.
-select it then click open and ok.
the thrustmapper process allows the axes on the right analogue to be switched in fifa 2003 as for example in close free kicks i'd push down and it would go in the wrong direction!
It works the same way in NBA live 2003 for freestyle moves.
