I think that this will be the 6th or 7th time I'm going to explain the Curving Lines in Photoshop.
Select the type of brush (size, colour) you want, in the Paintbrush tool.
Select the PEN tool, click on where you want to start the curved line, click and hold down in the other part where you want the curve line to finish and now move the mouse to curve the line.
Now go to the PATHS palette (if you can't see it, go to WINDOW>PATHS) and now right-click on the "Work Path" graphic and select STROKE PATH, in the TOOL dialog window, select BRUSH or PAINTBRUSH... and that's it!
To get rid of every rare-grey-line just click everywhere outside the graphic "Work Path" in the Paths Window.
Now, to make it look perfectly symetric, I make this:
select the layer of the curved line (try always to make curved lines in new layers), press CTRL + A and then CTRL + V now you'll have the same line, but n other position, go to Edit>Transform>Flip Horizontal, ok now move the curved line near the other one, and try to fit them at the same size... finally pressing CTRL + Keyboard's Arrows you can move the desired line wherever you want...
Ufff... it was hard to explain, but I hope you did understand...
See ya!
