I believe the purnishment for racism in football should be -

1.) The game is completely halted
2.) The team that the racist fans support is made to forfeit the game, losing 5-0
3.) The team is fined 1 million dollars
4.) The racist fans caught on TV will hvae thier pictures shown on the score board/TV - with a broad caption - "Enemies of Football."
5.) if the racist fans are not a lot, they should be captured and brought to the center of the field where they are booed relentlessly for 5 mins

Now, imagine a team like Real Madrid, Every weekend, they lose 3 points, 5-0 and 1 million dollars. At the end of the season are relegated and broke. Trust me, after the 3rd or 4th week, the fans will realise whats up.

Now imagine hundreds of other europeans teams who have racist fans but don't even have 1 million dollars as their budget.

And then turn your imagination to UEFA, SA, IFF, whatever, think of them getting around 2-3 million dollars each week, they could get their own weekly lottery competition going.

The above can never be implemented or I doubt the FIFA/UEFA would even consider it.

Cause then everyone would pretending to support the opposing team and start shouting racist remarks and the opposing team loses when not even their own supporters did it.

Simple. Closed doors games until their fans learn to behave.

No real zaragoza fans, no racism. Then we'll see them try and chant that crap.
