OK, I know there is a lot of people out there who having problems with their FIFA 2004 including me.
The first think we looked for is LOCALE.INI file which can enable you to edit some lines and hoping for better performances.
This year this file is compressed inside the file CONFIG.DAT, you'll have to extract it, edit & then return it back into his shell.
The only util i know who can deal with it called BigGUI.

Extract bigGUI files. Then go to your FIFA install folder and rename config.dat to config.big.
Open config.big with bigGUI and you'll see some files inside it (BIG is similar to ZIP).
Now you'll be able te export and import files.
One of them is locale.ini. Export it, make the changes you need and then import it again. Rename config.big to config.dat and play the game!!!
